I always wondered who is doing this, I know it's rumoured to be drunk students but when I'm drunk I definitely wouldn't manage this. Surely there is a group who regularly put the cone back up for traditional sake.
Why haven't the council just permanently attached a cone to his head, must be cheaper than always taking it down?
