Years ago, when after Glasgow Airport attack GoMA had permanent security guys stationed outside, I spoke with one of them. He told me they were advised to react if anyone tries to remove the cone, but to go and urgently check the opposite side of the building if there was no cone and someone was trying to put one up :)
