A council not hell bent on ruining a city centre would be nice. The problem is rent and the rates set by the council are far too high.

food market sounds interesting but the number of pubs/cafe/restaurants not sure it would work but i don't have a better idea TBH

having markets/pop\[ up shops, sounds great until you remember there is one in the savoy and it's pretty much Barron.
I'd like to see small business getting a chance but I don't see it happening.
