Depends on your school of thought. For me:

* Compulsory purchases of vacant lots. You use it or lose it.
* Quotas on usage. Limiting the number of tat shops and high street chains.
* Publicly owned spaces rented to local independent businesses at affordable rates. Brands should compete to be in their space, not the other way around.

High street brands are diminishing but building owners still hold out for massive rent cheques. Commercial properties are held as investments rather than to provide a service, at the detriment to the people who actually use the area.
