I think the city centre needs a modern library - the Mitchell is a bit hemmed in by the expressway / motorway (I don't drive and just realised I don't know the name of the mess of roads between the Kingston Bridge and the M8). I think there's scope for a food market at Trongate or next to the Barras.

As much as I like the BHS building I wouldn't miss it if a decent new building replaced it. If it would help, perhaps turn it into an emergency hostel / 24 hr day centre for street sleeping homeless for now.

As stop-gap solutions I'd use the empty spaces as event spaces - put Christmas market stuff and an ice rink up there instead of (or as well as) cramming it all into George Square and St Enoch. In summer it could be a picnic area with food trucks and a play area.

I'd also consider de-pedestrianising (if that makes sense) so that more buses (and taxis after rush hours) go more directly past shops. I'd also advocate for this on Argyle Street. Continue the style of works that has recently finished / will soon finish from Charing Cross to Buchanan Street.

I'd like to see King Street car park redeveloped, perhaps as a subterranean car park with a civic square and gardens on ground level. In turn I'd pass plans to renew the entrance to the Royal Concert Hall so that it is way more visible and accessible at the Sauchiehall Street and Buchanan Street entrance, Arguments about losing the stairs as a gathering point for protest could be mitigated by having an alternate at my new King Street gardens.
