That's true actually - sometimes infrastructure isn't used or cyclists used more efficient routes. But that isn't a reason not to build it: cycle lanes are the only sensible choice when upgrading roads, if you want to make them people-centred rather than car-centred. The council is hardly going to say 'we want to make it easier for people to park wherever they want on Byres Rd', are they?
