Don't know what you're seeing in relation to cyclists because I see hundreds, the uni bike racks are completely full every day and as someone else said, you can't have a cycling culture without infrastructure. Parents will be reluctant to send their kids to school on bikes without protected bike lanes. I think they would get used a lot.
