Title	what kind of lockdown is it if shops are opened?

Body	I thought lockdown/tier 4 meant no shops opened unless essential ones. I've not been out at all but people who've been through town told me shops like primark etc are opened so exactly, what is the difference between now and before? that hospitality is off? but I don't get it, it's not a lockdown if people go shopping
