TitleSilly question, but why does so much social housing have those wee stones in the exterior walls?

Asked from someone who grew up in social housing myself. I've always hated the style of the grey buildings and never quite understood their purpose. Also silly to ask, would anyone know how to renovate an exterior that looks like that?
