TitleCommon insurance for a flat - how does it work?

I've moved to Scotland from England and never owned a flat before (always houses) so this is all new to me.I moved in last week - the flat I bought is technically a new development as it's been converted from an office building. My solicitor sent me the certificate of insurance provided obtained by the Factors - but I'm not sure how it works? Is that the equivalent of standard Buildings Insurance?I tried to get Contents insurance today and Direct Line wouldn't do it because I'm on the top floor and the roof is mineral felt and apparently underwriters don't like it.

AA initially said that they might be able to help, but then they couldn't find my building number (because, new build) and said that it's not been risk assessed so no bueno. (However my husband had got the car insurance through Direct Line, but maybe that goes by postcode only).

I'm tempted to say 'screw it' and not get contents insurance because we don't really have anything that valuable but if the apartment block burns down, obviously I need the contents to be covered but would that go under buildings or contents?

I'm going to contact the Factors (Redpath Bruce) tomorrow - we haven't even received any correspondence from them yet because not everybody has yet moved in, but if anyone could shed any light on how 'common insurance' works I'd be super grateful.
