Title	Weird question about a table in a high rise flat

Body	I went to go see a 3bed duplex in a high rise flat in the southside yesterday. The upstairs had this weird table/desk thing built into the wall directly above where the stairs are below. I grabbed a picture from the listing online : https://i.imgur.com/rB1qF4o.png This is obviously a weird question but does anyone know what the purpose of these is or why they're still there? Are they structural? What the fuck are you supposed to do with it?
