TitleWater leak from flat above, need advice regarding repairs

I live in a modern 2 bedroom flat in Finnieston and there was a serious water leak last week from the flat above.

Water was just dripping down my ceiling in the bedroom, attached bathroom and hallway at once and the occupants above admitted they left a tap on. I don't know if they are just renting or the owners.

The leak stopped after informing them, but now I'm left with a hefty repair bill and mould growing in the water damaged areas. How can I get those cunts to pay the bill since the entire mess is due to their negligence? Factors told me the Insurance excess is £3000, and I'm not prepared to pay this
