TitleCouncil not taking the bins out

Body
For the past 3 weeks the durty fuckin council have been neglecting the bins in my flat. Now I'm aware that they just switched a bunch of areas over to a 3-week rota, but that's not the case here (I confirmed on the phone with them). I reported a missed collection about 10 days ago, and when I phoned up again yesterday they said they'd fulfilled it, but they clearly haven't.

I go round the back and there are flies all over the place. Bins aren't overflowing but now there are bin bags on the ground (they said that wouldn't stop the bin men wheeling the actual bins out). I can't do my washing now, because that would involve opening my kitchen window (right above the bin court), and with 2 bins in here which I have nowhere to put my kitchen would end up overrun by durty fuckin bin flies.

I don't understand why this shithole of a city can't even get refuse collection right, it was the same in my old flat as well except that was due to this stupid burd dumping her bins at the bottom of the close so technically not the council's fault that time. I'm sick of living among bins like a third worlder.

What do I do now? Just take it to an MSP? I don't have a clue how to deal with the council but if this carries on I'm going to just dump my bins in their office, it's a 15 min walk.
