Title	Can a landlord hold me accountable for a communal bin?

Body	My partner and I are in the process of moving out of our rented flat. We had our final inspection with the landlord last week and agreed a £25 deduction for replacing a torn seat cushion. However now the landlord is refusing to pay our deposit as we mentioned one the communal green recycling bin had gone missing. He is claiming he will be charged if we don’t report it to the the police and is refusing to pay until we can provide a solution.
