TitleFactor when buying a flat in Glasgow

Hello! How normal is it for a factor to be included when buying a flat in Glasgow? My partner and I have found a number of flats with a factor listed as something you have to pay into. Some are around £1000 a year, which seems pretty steep. We're trying to manage our expectations. Would be great to know if this is normal? Also, does anyone know if there needed to be major works (roof etc) would the factor paid cover this or could they ask for more money? Does is make a difference if it's through the Housing Association or private. TIA!
