I'm wondering if anyone has been in this situation.

We live in a close, with 8 flats. There is a communal bin area, which has bins for general waste and recyclable waste.

My landlord claims that there was contamination in the recyclable bins (I'm assuming non-recyclable waste was put in the bins), and that the cost of cleaning that up would be met by all the tenants, because they couldn't identify which tenant was responsible.

So, each tenant was sent a bill for an eighth of the total cost.

Is this legal? The amount is small, but how can I be held responsible for the behaviour of someone else who happens to live in the same close as me?
