TitleNeed advice on council tax exemption with uninhabitable apartment

Need some serious advice regarding this issue. A terrible flood happened to my building last year in July and rendered mine and 2 other apartments(one above and one below) completely uninhabitable and caused a lot of mold in both the bedrooms and bathroom. After contacting the factor and them claiming the house insurance I was able to move out in August and have since renting elsewhere with the money insurance company provided to me until the insurance company finds a contractor and finish the repair. I have then contacted the city council and applied the exemption with success.

However after a year later the apartment have still not yet fixed with barely any proper updates on the matter other than the excuse that the contractor have not yet found the source of the leak and unable to start the repair until it's been found. The apartment at this time has all the walls and floors ripped out with only the metal frames left including the bathroom.

I then received the bill for this year's council tax with a whopping £2500 including a £1200 long term empty premium payment for an apartment I haven't lived in and still couldn't so.

I have contacted the city council several times in the past few weeks and I only got the reply that I could only apply 1 year max of tax exemption. And from the insurance company they have also tried to contact the city council to work out a solution and still yet to receive any updates, the insurance company have stopped the payment for me to continue renting elsewhere and now I am paying out of my own pocket not living in my own apartment with a £2500 council tax bill waiting to be paid.
