TitleAnyone ever had a parcel delivery company show up at your door "investigating" a parcel dispute?

Last night I had two guys from DPD ring my buzzer at 21:30 saying they were investigating a parcel dispute. It was so confusing, they didn't really give me the opportunity to explain that I hadn't received any parcel and said things like "just before you say anything we want you to know we did take pictures" and "The driver is personally liable for this so we are hoping everyone does the right thing". I really felt like they were accusing me of stuff and could see how this could be seen as kind of intimidating to some people. When they did finally give me the opportunity to explain that I didn't know what they were talking about they figured out that they weren't at the right flat or even the right building (can see why the parcel might have been delivered to the wrong place). Is this normal? I have never seen anything like this before and it was so bizarre.
