TitleA landlord in our close has some cowboys doing his renovation, making a mess and driving my wife mad. What else can we do here?

Hey, sorry if this post reads karen like, I've just been trying to ignore it but its getting under my wife's skin. A landlord in our close has evicted the family in his flat and has hired some guys to do some renovations before he moves his family in, unfortunately their building practices are terrible. Having worked in construction and on building sites before, my wife is absolutely raging.

It's a ground floor flat, and they keep dumping trash and construction waste out the window onto the front garden, which is just lovely. They have had it collected a few times, only to chuck more rubble out the window to replace the previous pile. It gets left for days. Surely the landlord could have forked up the money to hire a skip, and at the very least the workers could bag the waste? My wife tried to speak to the landlord about it but he talked right over her and was a complete arse about it.

Since the beginning of the works done, they've left loads of plaster dust, saw dust, whatever else kind of dirt in the close. According to my wife, you never leave a mess like that on a building site for others to deal with, you have to clean up after yourselves at the end of the day. My wife spoke to the landlord about this, and he told them to clean up. They gave a few feeble attempts at mopping, but it turns out between a whole group of grown men, none of them can properly operate a mop and just spread wet dirt and plaster around before giving up. The last time my wife asked the head cowboy when he would clean the close, he sarcastically asked if she wanted him to spray perfume in the close.

They've poured plaster down the storm drain. There was like a literal trail of wet plaster from the flat to the storm drain. (For those who don't know, you NEVER pour plaster down a drain as it sets and blocks the pipes) Our street already floods when it rains, so a clogged drain was just what we needed. She reported it to the council with pictures.

There's a big lane at the side of the property with some green space out the back. They've now fly-tipped several rolls of carpet back there. (and we have photos proving it to be the old carpet from that flat) Fucks sake, it costs £35 for the council to pick up 10 items, including carpet bundles. There is no excuse for this. My wife has reported it as well, but I doubt the council will do anything.

What to do? The landlord downstairs is a total jerk, can't get a word in edgeways with him. Our landlord doesn't do much of anything about anything these days, and I can't even blame the workers for not giving a fuck as the landlord is overworking (and likely underpaying) them. I feel like it's the landlords responsibility to make sure the works done on his property are done appropriately, but when my wife confronted him he acted like it was all up to the workers and not his problem.
