TitleCouncil tax bill came and seems crazy high?

I know this isn't a helpline, just trying to get a read on if I am crazy or not. Going to call up tomorrow, just wanted an opinion.

I live with my partner, who is a full time worker at 30 hours. Myself, a summer graduate who is currently unemployed but looking for work (trial shifts keep ending up being 'work for us for free for 8 hours). And another student.

Only my partner and I are liable for council tax, I get that, we live in band D. The bill came in for £300!? £150 each. Is that right? That's over half my rent.

I applied for Universal Credit (offered £5.62 a month, which seemed a little pointless) and Job Seekers (but was told no both because they consider me and my partner 'living as if married' or something along those lines even though we don't share bank accounts. Plus they also don't consider me to have been paying tax bills before, as I was a student, although I did pay my share in tax bills for other flats but I don't think they'd count that.)

I have about £80 quid to my name and just can't comprehend if this is really correct?

Is it a mistake or do I sell my stuff basically till I find a new job.
