Title	My friend got a dirty student hall room, what can he do?

Body	He recently moved in to a studio room in one of the student halls in Glasgow. The room was dirty and not cleaned after the previous tenant left. He has complained twice and both the times the man comes and cleans the area he pointed out and he keeps new finding dirty areas. Any advice on how he should deal with this? Its been two weeks now and it feels very hygienic.
