TitleLandlord won’t meet basic requirements after months of reporting

So my partner and her room mate have been living in a private let for almost 7 months. The place was a joke upon moving in. Shoddy paint job covering outlets and phone line boxes (WiFi connecting plug was completely painted over and had to be scraped with a knife just to plug the cable in) doors don’t close properly with the majority of handles being on with one or two screws leaving them dangling or eventually falling off completely. The front door is barely on, with just a nightlatch that needs tightened, no handle, no peephole. It could essentially be kicked in with very little effort. To tenants with mental health issues such as depression and anxiety this is just not okay. This is just a portion of the problems wrong with this flat. Multiple engineers have came in and also commented on the state of the place giving more problems that need to be fixed. All of which were reported with confirmation they would be dealt with. Months later with nothing being done we contacted the landlord just to be given an email for an external company who essentially told us that we can’t withhold rent because we signed a tenancy agreement that they themselves aren’t holding up to. This is beyond a joke at this point especially for the amount of rent being payed. Council houses are cheaper and in better condition and would also have been fixed up months ago. Any advice or ideas on what to do would be appreciated as we are getting to the point of considering legal action. (For context the flat is in renfrewshire)
