TitleGlasgow voted third in the world, how can this be fixed?

Glasgow was recently voted [third dirtiest city in the world](https://www.glasgowlive.co.uk/news/glasgow-news/glasgow-named-third-dirtiest-city-24537001). Not UK, *the whole world*.

Maybe there was some selection bias because the West is a dab hand at dumping our shit all over Africa and Asia... sorry... I meant, transporting overseas for consummate professionals to recycle with the utmost care and discretion.

But let's face it, Glasgow is filthy; what can be done?

1. Kids made to clean up around school during their break?
1. Harsher enforcement of littering laws? (People and businesses.)
1. Higher council tax to provide more bins *and* more regular emptying?
1. Maybe owners responsible to the area of pavement in front of their property/business and made to keep it clean or get fined?
1. Promotion of community clean ups?

Any ideas on how to get the clatty outta Glesga?
