TitlePrivate Lets - Energy Efficiency?

This may come off as naive and I _could_ Google-Fu this but honestly I can't be arsed and I'm miserable after having discovered a bunch of issues with my gas/shower/water in the last 24hrs.

I rent privately. I'm very concerned about winter coming as my place has very little thermal retention. Old sash windows that dont ever _really_ close, hardwood floors with big gaps as well as big gaps all around the skirting. Add in a 30 year old back boiler and I know from experience that winters are harsh here. Now with the cost issue I am genuinely worried as I am on 21k.

My question is do any of the good people here know if I have any right to ask letting agency to disclose details of the properties insulation and how it measures up to legal requirements? To provide copies of certificates etc?

Furthermore, does anyone have any experiences with having pressured an agency to make any improvements in this area? I'd genuinely agree to a negotiable rent increase if it meant double glazing or some form of insulation. Of course I know this is fantasy, but I'm curious. Homeowners get grants for getting the windows done and that after all.

I would love to move but again, 21k. For the 350 I pay here, there is only steps down.

Cheers.
