Title	Is there any online way to report a resident appropriating part of a public park?

Body	They already have a garden, but outside of their backyard door they also enclosed an area that belongs to a public park. They haven't fully fenced it off, but added a bench and enclosed the area with planters and flower pots in a way that strongly suggests that it's private property. I tried googling it, but can't find anything. (Fwiw I don't live near the park, only walk through there, but it pisses me off :/ )
