Title	High flat window cleaner recommendation? (West End)

Body	Our flat is effectively third floor tenement level, but the windows look out onto a hill so they're higher than that from ground level. They're fucked and don't open properly from the inside and the sun is showing off how fucking disgusting they've got. Any recommendations for someone who could do this job?
