  • London Buses **is** a franchised out bus network, part of it is even run by Abellio. The amendment to the bill allows the council to actually own and operate the buses themselves rather than getting private companies to do it under council branding. by KeyboardChap (Fri 21st Jun 2019 4:42pm)
  • I have to say even though it's franchised out, it's so well regulated that the buses in London are great. Plus the Oyster/Contactless stuff works so well. by KeyboardChap (Fri 21st Jun 2019 11:16pm)
  • It's not illegal to run over a dog either, the only law is about informing the owner and that's more to cover working farm dogs (same reason you're supposed to report livestock, because they're farming animals). by KeyboardChap (Sat 27th Jul 2019 2:59pm)

  • Far outweighed by the Scottish governments cuts to the block grant to Glasgow of over half a billion pounds (which is disproportionate to the cuts to their own block grant of course). by KeyboardChap (Thu 30th Jan 2020 7:15pm)
  • > We are dealing with an ideological tory party who for 10 years have systematically cut funding to local councils that have put lives at risk and removed cultural and learning from towns and cities that desperately need it. It's the Scottish Government which funds Scottish councils though. by KeyboardChap (Thu 30th Jan 2020 7:14pm)
  • It should be noted that the cuts from the Scottish Government to council budgets have been proportionally higher than those to the Scottish block grant. [Per COSLA (PDF link)](https://www.cosla.gov.uk/sites/default/files/documents/fairfundingforessentialservices2019-20v2_1.pdf): >In the last 5 years, the Scottish budget has reduced in real terms by 0.4%. Local Government budgets have reduced 10 times that much by 4%. by KeyboardChap (Thu 30th Jan 2020 10:47pm)
  • Blame the Tories for scrapping the regional councils. by KeyboardChap (Fri 21st Feb 2020 12:29am)

  • I don't know where you heard that about sprinklers because [a sprinkler system had been delivered literally the day before the second fire](https://www.bbc.co.uk/news/uk-scotland-glasgow-west-44592882) they just hadn't reached the stage of putting them in the building. by KeyboardChap (Sat 29th Aug 2020 2:27pm)

  • > I would say the city centre fell around 2014, aggressive homeless and broad daylight violence I suspect that is not unrelated to the fact that that's around when the Scottish Government began slashing council budgets. by KeyboardChap (Sun 22nd Nov 2020 6:23am)
  • True. It's deeply ironic that that mess resulted from a flawed scheme that was intended to stop pay inequality. by KeyboardChap (Mon 23rd Nov 2020 11:48am)
  • It's actually illegal in Scotland to cycle on the pavement (Roads (Scotland) Act 1984 S129(5)) hence why the Highway Code uses "**MUST NOT**" when it says: >**Rule 64** >You **MUST NOT** cycle on a pavement. As to whether the police would actually bother enforcing this... by KeyboardChap (Fri 27th Nov 2020 1:17pm)
  • I was just pointing out it's explicitly illegal not just technically (as it is in England where the relevant law dates to before the invention of the bicycle and thus doesn't actually mention them!). by KeyboardChap (Fri 27th Nov 2020 4:51pm)

  • A) it is a model tenancy agreement for England B) even if it was for Scotland it is only a model tenancy agreement, that means it is merely a suggestion and there is no requirement it actually be used for any given tenancy anyway. The whole "landlords will no longer be able to" stuff is just Tory spin to pretend they are actually doing something when a landlord could literally just use a different agreement that continues to ban pets. by KeyboardChap (Tue 17th Aug 2021 3:06am)
  • It is, the worst part is they'd started doing the work and even ordered the trains, when the Scottish government cancelled it back in 2009. by KeyboardChap (Sat 23rd Oct 2021 10:44pm)
