  • I hadn’t even noticed. lol. Probably because people not at the uni hate the uni? And probably some at the uni hate it too 😂 the library is actually huge. The first 2-3 floors do get mobbed during the revision period but if you go up higher you will most likely find a space.   • First of all, I agree this is a complete scam. Up until about a year ago, the registered keeper and receiver of the letter, didn’t need to release any information about who was actually driving the car, making it impossible for them to find the correct person to charge. This ultimately allowed almost everyone to dodge the charge with legal immunity. Unfortunately, they law on these fines changed about a year ago, and my understanding is that they can compel you to provide the name of the driver through the court, and ultimately the court can compel you to pay. The real question to ask yourself is; will they go to the bother of recovering the money through a court, or just drop it. But either way, legally, you do actually owe them the money, so it’s worth thinking about it seriously at the point of receiving it.   • I’m no expert, I just wanted to make you aware that it’s not as simple or safe not to pay as some people were making out here. A good reason not to pay would be to argue that the sign wasn’t easily visible, and you therefore couldn’t have entered into the contract because you couldn’t read it. They can kick down your door. I’m sure they did in one of those silly can’t pay programs for exactly this reason. The gamble for them, and I guess for you, is whether or not the debt is worth chasing, and whether or not you have the means to pay it, but every time it increases, the prospect of chasing it becomes more attractive. As for you anonymity. You do exist, and they have your name and address from the DVLA. As far as I understand it, the registered keeper inherits the responsibility until they name the driver. I got caught out a couple of years ago and researched all this at the time, but the law has changed and I can’t remember everything, so I would definitely go and research it yourself. Citizens advice will probably know, you could phone them. Reddit probably isn’t the best place for accurate information.
